What it does

Pay item lookup

Type a code or a phrase. 20200100 returns the exact item; “hot-mix asphalt binder” returns every one that matches. 33,166 pay items indexed, each with unit price, quantity, contract and letting date.

Inflation adjustment

FHWA NHCCI quarterly indices, applied per IDOT division. A 2012 price is not a 2026 price, and the difference is not a guess — earth excavation has run roughly five times since 2003.

Regional factors

Illinois is the baseline. RSMeans-style multipliers carry any price to any of the 50 states plus DC, so Illinois award history is still useful on a job in Texas.

Confidence scoring
